The EU Commission is proposing a new reform of the Common Fisheries Policy, that is going to influenze the fisheries both inside and outside Eu waters. The new policy is aiming at reducing the fleet, stop overfishing and ban discard. But the proposal includes a mandatory introduction of TFC or ITQ - Individual Transferable Quotas. This is treated like a minor detail in the whole program - but the detail is that our common wealth, the fishstocks in our waters are about to be privatized and made objects of financial speculations. The film takes us a little deeper into the reality of ITQ's and the future of fishing in Europe.
